Narrative:Crashed into a wooded area after takeoff.
The Packet was part of a large airlift carrying Reserve Officers' Training Corps (ROTC) students from summer training in Corpus Christi, TX., back to Norfolk. The airplane had stopped at Whiting Field to refuel.
