PROBABLE CAUSE:THE PILOT'S FAILURE TO EXECUTE A GO AROUND IN A TIMELY MANNER. THE DELAY IN ABORTING THE LANDING PRECLUDED THE AIRPLANE FROM ACCELERATING TO A CLIMB AIRSPEED BEFORE COLLIDING WITH A FENCE.
