Narrative:
The aircraft took off from Cascais, Portugal at 09:30 local time on a flight to San Sebastian in Spain.
Contact was lost about 13:15 hours after the pilot was instructed to contacted the San Sebastian Tower controller.
It impacted a mountain in fog, killing both occupants.

CAUSES:
The accident resulted from the decision to continue flying through an area where the meteorological conditions were below the minimums required for flights being conducted under VFR.
Improper flight planning is deemed to have contributed to the accident.
