Narrative:The aircraft was climbing in instrument meteorolgical conditions (IMC) navigating toward the Gaviota VOR. Aircraft impacted several hundred feet below the VOR station. The Gaviota VOR is situated on top of a high ridge. The pilot did not have an IFR clearance.
