THE FAA INSPECTOR REPORTED, 'THE PILOT...STATED...THAT THE AIRCRAFT FAILED TO REACH FLYING SPEED AND THAT HE TRIED TO PULL THE AIRCRAFT OFF THE GROUND PRIOR TO REACHING THE END OF THE RUNWAY.'
