Narrative:THE PILOT INADVERTENTLY LOWERED THE LANDING WHEELS INSTEAD OF LOWERING THE FLAPS DURING THE LANDING APPROACH. THE AMPHIBIAN AIRPLANE SUBSEQUENTLY NOSED OVER UPON TOUCHDOWN ON THE ST. CROIX RIVER.
