Probable Cause: FAILURE OF THE PILOT IN COMMAND IN THE BEECH 300 TO COMPLY WITH AN ATC CLEARANCE IN A TIMELY MANNER, WHILE DIVERTING HIS ATTENTION, AND FAILURE OF THE ATC CONTROLLER TO ASSURE THAT IFR SEPARATION WAS MAINTAINED.
