Probable Cause: IMPROPER INFLIGHT PLANNING/DECISION BY THE PILOT AND HIS FAILURE TO MAINTAIN ADEQUATE AIRSPEED. FACTORS RELATED TO THE ACCIDENT WERE: THE PILOT'S LOW PASS OVER RISING TERRAIN AND THE AIRCRAFT'S SUBSEQUENT IMPACT WITH ALDER BUSHES (HIGH VEGETATION).
