Narrative:THE PILOT STATED THAT DURING THE TAKEOFF RUN ON THE WATER, HE LOST DIRECTIONAL CONTROL OF THE AIRPLANE, DUE TO THE HIGH WIND CONDITION. THE AIRPLANE'S WING TIP STRUCK THE WATER CAUSING THE AIRPLANE TO NOSE OVER ON ITS BACK.
