A DUAL ENGINE FAILURE OCCURRED AFTER THE FIRST REDUCTION IN POWER AT ABOUT 200 FEET AGL. THE AIRCRAFT THEN DESCENDED TO THE GROUND. NO MECHANICAL REASON FOR THE LOSS OF POWER COULD BE DETERMINED.
