Narrative:WITNESSES RPRTD THE ACFT FLEW OVER A PVT STRIP AT LOW ALT, THEN IT BEGAN CLIMBING OVER RISING, WOODED TERRAIN. SUBSEQUENTLY, THE ACFT WOULD NOT OUTCLIMB THE TERRAIN & IT CRASHED INTO THE TREETOPS. NO PREIMPACT MECHANICAL PROBLEM WAS FOUND.
