Narrative:DURING TAKEOFF GROUND RUN THE AIRCRAFT WOULD NOT DEVELOP FULL POWER ACCORDING TO THE PILOT. THE PILOT ELECTED TO ABORT THE TAKEOFF AND DURING THE ABORTED TAKEOFF THE AIRCRAFT RAN OFF THE END OF THE RUNWAY.
