Narrative:THE PLT SAID THAT DURING THE TAKE-OFF ROLL, HIGH GRASS RESTRICTED THE ACFT FROM ATTAINING SUFFICIENT AIRSPEED TO ACHIEVE FLT. ACCORDING TO THE PLT THE ACFT STRUCK A BARBED WIRE FENCE, SUBSTANTIALLY DAMAGING THE ACFT.
