Narrative:DURING A ILS APPROACH IN FREEZING RAIN CONDITIONS THE PILOT ENTERED A HIGH SINK RATE HE COULD NOT STOP UNTIL GROUND CONTACT. THE ACFT TOUCHED DOWN SHORT OF THE RWY AND ALL THREE LANDING GEAR COLLAPSED.
