Narrative:THE PLT STATED HE WAS ON A LOCAL FLT AND AT ABOUT 200 FT ABOVE THE SURFACE THE ACFT STALLED AND COLLIDED WITH THE SURFACE BEFORE RECOVERY COULD BE ACCOMPLISHED. HE SAID HE FAILED TO MAINTAIN FLYING SPEED.
