Narrative:IN AN EFFORT TO LAND AT THE THRESHOLD THE ACFT COLLIDED WITH A FENCE AND LANDED SHORT OF THE PREPARED SURFACE. RUNWAY EDGE LIGHTS WERE OPERATING BUT RUNWAY END IDENTIFIER LIGHTS WERE NOT INSTALLED.
