Narrative:THE PLT STATED THAT DURING THE FLARE IN A CROSS-WIND LANDING, THE ACFT BALLOONED & DRIFTED TO THE RIGHT. THE ACFT THEN TOUCHED DOWN AT AN ANGLE & THE LANDING GEAR COLLAPSED. THE WIND WAS GUSTING TO 20 KTS.
