PLT FAILED TO VISUALLY CHECK FUEL TANKS AFTER THEY WERE REFUELED. ON THE SECOND LEG OF A X-COUNTRY FUEL EXHAUSTION OCCURRED. THE ACFT NOSED OVER DURING THE FORCED LANDING ON SOFT TERRAIN.
