Narrative:THE PLT STATED THAT A GUSTY LEFT X-WIND EXISTED. AFTER TOUCHDOWN, THE ACFT GROUND LOOPED, WENT OFF THE LEFT SIDE OF THE RWY & NOSED OVER. HE ESTIMATED THAT THE WIND WAS FROM 200 DEG AT 15 KTS.
