Narrative:THE PILOT WAS ATTEMPTING TO TAKEOFF FROM A PARKING LOT. HE STATED THAT WHEN THE BALLOON WAS ABOUT 15 FEET FROM THE GROUND A GUST OF WIND PUSHED THE BALLOON DOWN INTO SOME TREES AND AN APARTMENT HOUSE.
