Narrative:WHILE FLYING AT APPROXIMATELY 300 FEET AGL IN WINDY TURBULENT CONDITIONS OVER SNOW COVERED TERRAIN,THE HELICOPTER IMPACTED THE FROZEN RIVER.AT THE TIME OF THE ACCIDENT THE PILOT WAS CHANGING RADIO FREQUENCIES WHEN IMPACT OCCURRED.
