Narrative:Accident happend in poor weather conditions. There is no official report from the Air Accident Investigation Unit yet. However, it seems the pilot entered IMC conditions too low, as the terrain raises in the area.
3.2. Causes of the accident
The State Commission for Aircraft Accident Investigation, after reviewing the materials collected during the investigation, determined that the causes of the accident were:
1. Making a decision to fly despite the knowledge that on the final section of the route the weather conditions make it impossible to safely reach the destination airport.
2. Insufficient navigational preparation of the flight, including, above all, the lack of a reliable analysis of flight conditions on individual route sections.
3. No decision to discontinue a flight to the destination aerodrome when the weather conditions along the route of the flight have deteriorated, well below the minimum privileges of the pilot.
A favorable circumstance for the accident was little experience and the lack of a critical assessment of own skills by the pilot - aircraft commander.
