That the Air New Zealand Operations Manual detail a procedure to be adopted by the crew in situations where they may lose sight of the runway threshold following clearance for a visual approach. Such a procedure might require that the crew monitor the visual approach with a recognised instrument approach procedure and observe the minima relating to the selected instrument approach. Where no instrument approach procedure exists then minima should be specified to ensure the aircraft will not continue a descent below a safe height without ensuring that the threshold of the runway is sighted and will remain in sight until hediately prior to touchdown. The procedure should also ensure the first officer\'s full potential is employed to prevent significant departures from the established procedure. |

That Air New Zealand review its guidance to first officers on their responsibilities for drawing significant departures from accepted standards to the attention of the aircraft captain and their action to be taken to intervene if such departures are not corrected or convincingly justified. In this case the first officer stated he would only have felt justified in intervening if the aircraft was obviously in imminent danger.
It is considered that in the approach segment of aircraft operation there is no place for last minute drastic intervention and that the flight crew must establish the aircraft in a stabilised approach prior to this segment or otherwise re-circuit and make a further approach. |
