WEATHER - ICING CONDITIONS-INCLUDES SLEET,FREEZING RAIN,ETC.
MISCELLANEOUS ACTS,CONDITIONS - WINDSHIELD,DIRTY,FOGGY,ETC.-RESTRICTED VISION
