PROBABLE CAUSE: THE ERECTION OF A CONSTRUCTION SIGN ON AN ACTIVE RUNWAY BY COUNTY WORKERS WITHOUT NOTIFYING THE AIRPORT OPERATORS, AND, THE INABILITY OF THE PILOT TO DETECT THE PRESENCE OF THE SIGN DURING THE DARK NIGHT TAKEOFF.
