Narrative:While descending in VMC, at night, over the coastline to get below a low overcast layer of clouds, the pilot lost outside visual reference and allowed the helicopter to descend and crash into the water. The pilot did not receive a full weather briefing prior to departure on a cross country flight. On arrival at its destination the flight encountered IMC, with a 200 feet agl overcast ceiling, as had been forecast. The helicopter was operating a flight from Lakeland to Tallahassee.
The NTSB determined the probable cause to be: The pilot's failure to maintain safe altitude while descending over a coastline, at night, in VMC. Contributing to the accident was the pilot's failure to obtain a full weather briefing prior to departure resulting in his encounter with IMC at his destination.
