PROBABLE CAUSE:IMPROPER MAINTENANCE, INADEQUATE SURVEILLANCE BY THE COMPANY/OPERATOR, AND INADEQUATE PREFLIGHT BY THE PILOT, WHICH RESULTED IN A FIRE DURING AN ATTEMPTED ENGINE START. A FACTOR RELATED TO THE ACCIDENT WAS: THE UNSECURED FUEL LINE.
