Narrative:
On June 21, 2023, about 1335 central daylight time, a Champion 7EC airplane, N80461, sustained substantial damage when it was involved in an accident near Waunakee, Wisconsin. The private pilot and the passenger sustained minor injuries. The airplane was operated as a Title 14 Code of Federal Regulations Part 91 personal flight.

The pilot recently purchased the airplane and was planning on flying it to the Brennand Airport (79C), Neenah, Wisconsin. On the morning of the accident, the pilot hired a mechanic to perform an annual inspection. The mechanic signed off the annual inspections for the airframe and the engine. Prior to the departure from the Waunakee Airport (6P3), Waunakee, Wisconsin, the pilot added 10.7 gallons of 100 low lead fuel. During the preflight inspection and the runup, no anomalies were noticed by the pilot. During the initial climb from runway 09, the pilot heard the engine lose about 200 rpm. The pilot immediately started looking for a location to land the airplane, but he did not observe a suitable location. The engine rpm increased briefly and then dropped again. The pilot was unable to maintain altitude with the partial power loss, the pilot observed a clearing between trees, and he performed a forced landing. Upon touchdown to a road in a residential area, the airplane impacted two unoccupied motor vehicles. The airplane came to rest upright, and the two occupants were able to egress from the airplane without further incident.

The airplane sustained substantial damage to the wings and the fuselage. The airplane was recovered from the accident site and was transported to a secure location for further examination. The airplane was equipped with a Continental Motors C90 series reciprocating engine.
