Narrative:THE PILOT TOOK OFF DOWNWIND AND DID NOT USE ALL OF THE AVAILABLE RUNWAY. WITH INSUFFICIENT AIRSPEED, THE AIRCRAFT STALLED SHORTLY AFTER TAKEOFF. THE PILOT WAS UNABLE TO RECOVER WITHIN THE ALTITUDE REMAINING AND COLLIDED WITH AN ONCOMING TRAIN. CAUSE:
