Probable Cause: THE INADEQUATE VISUAL LOOKOUT BY BOTH PILOTS. A FACTOR WAS THE INABILITY OF THE PILOTS TO COMMUNICATE BY RADIO DUE TO THE INCOMPATIBLE EQUIPMENT INSTALLED IN THE TWO AIRPLANES.
