A NEWLY CERTIFICATED COMMERCIAL PILOT ATTEMPTED A TAKE OFF FROM A SOFT WET 2400 FOOT TURF STRIP THAT RAN UPHILL WITH THE AIRPLANE'S HOPPER FULL OF WATER. THE AIRPLANE NEVER BECAME AIRBORNE AND RAN THROUGH A FENCE
