Narrative:THE PILOT REPORTED THAT THE WIND PICKED UP THE BALLOON AND DRAGGED IT INTO A BARBED WIRE FENCE WHILE THE BALLOON WAS BEING DEFLATED AFTER LANDING. WINDS IN THE AREA WERE REPORTED FROM THE SOUTH AT 9 KNOTS
