Narrative:PILOT WAS IN CRUISE FLIGHT ENROUTE TO PIPELINE PATROL WHEN HE STATED HE ENCOUNTERED A WIND SHEAR, LOST ALTITUDE, AND STRUCK POWER LINES. THE PILOT MADE AN EMERGENCY LANDING WITHOUT FURTHER INCIDENT.
Probable Cause: INADEQUATE COMPENSATION FOR WIND CONDITIONS BY THE PILOT.
