Probable Cause: FAILURE OF BOTH PILOTS TO MAINTAIN VISUAL SEPARATION IN THE LANDING TRAFFIC PATTERN. FACTORS TO THIS MID-AIR COLLISION WERE THE EXCESSIVE NUMBER OF AIRPLANES IN THE AIRPORT TRAFFIC PATTERN AND RADIO FREQUENCY CONGESTION.
