Narrative:
Probable Cause: INADEQUATE SUPERVISION BY THE FLIGHT INSTRUCTOR (CFI) AND HIS DELAY IN ABORTING THE TAKEOFF. FACTORS RELATED TO THE ACCIDENT WERE: MALFUNCTION OF THE FLAP SYSTEM, WHICH RESULTED IN AN IMPROPER FLAP SETTING FOR TAKEOFF, AND THE SOFT RUNWAY CONDITION.
