Probable Cause: INADEQUATE VISUAL LOOKOUT BY THE WACO PILOT, WHICH RESULTED IN HIS MISJUDGEMENT OF CLEARANCE BETWEEN HIS AIRCRAFT AND THE CESSNA 172 AND A SUBSEQUENT COLLISION.
