Probable Cause: THE PILOT USED POOR PREFLIGHT PLANNING & DECISION-MAKING IN SELECTING A ROAD ON WHICH TO LAND DURING GUSTY WIND CONDITIONS WHICH RESULTED IN THE FAILURE TO MAINTAIN DIRECTION CONTROL.
