Probable Cause: FAILURE OF THE ARTCC CONTROLLER TO ASSURE THAT THE AIRCRAFT MAINTAINED IFR SEPARATION STANDARDS. THE CONTROLLER'S HEAVY WORKLOAD WAS A RELATED FACTOR.
