THE PILOT STATED THAT WHILE TAXIING ON THE RAMP PERPENDICULAR TO THE WIND DIRECTION, A STRONG WIND GUST LIFTED THE RIGHT WING AND TAIL OF THE AIRCRAFT. THE AIRCRAFT SLOWLY TURNED OVER ON ITS BACK.
