Narrative:THE RELATIVELY INEXPERIENCED PRIVATE PILOT ATTEMPTED TO LAND HIS FLOAT EQUIPPED AIRPLANE WITH A TAILWIND AND GUSTY WINDS IN CHOPPY WATER CONDITIONS. HE LOST CONTROL OF THE AIRPLANE AND IT WAS SUBSTANTIALLY DAMAGED.
