ENGINE FAILED DURING INITIAL CLIMB. AIRCRAFT COLLIDED WITH AIRPORT PERIMETER FENCE AND SLID ACROSS ROAD DURING LANDING ATTEMPT. WATER WAS FOUND IN THE FUEL DISTRIBUTOR SYSTEM FOLLOWING THE ACCIDENT.
