ACCORDING TO THE ARPT MANAGER, THE PLT WAS TAXIING DOWN THE ACTIVE IN GUSTY WIND CONDITIONS AT A FAIRLY RAPID RATE OF SPEED. AS THE PLT TURNED INTO THE RUN-UP PAD AREA THE ACFT NOSED OVER.
