Narrative:DURING A TOUCH AND GO LANDING, THE ACFT'S LEFT LANDING GEAR TANGLED IN LOOSE WIRE. THE ACFT SWERVED TO THE THE LEFT, STRUCK A USED TIRE BARRIER THEN NOSED OVER. THE LANDING WAS MADE ON A CLOSED RWY.
