THE PILOT TOOK OFF WITH A FULL LOAD OF SEED ON A 1300 FT RUNWAY DURING SHIFTING WIND CONDITIONS. HE STRUCK A FENCE BEFORE HE HAD ENOUGH AIRSPEED TO ESTABLISH A CLIMB.
