Narrative:THE PLT SHUT DOWN THE ACFT ENG WHEN IT SURGED DURING AN ENCOUNTER WITH TURBULENCE. THE PLT INITIATED A PRECAUTIONARY DOWNWIND LANDING ON A NEARBY AIRSTRIP AND THE ACFT OVERRAN THE RWY AND COLLIDED WITH A FENCE.
