THE STUDENT HELICOPTER PILOT STATED THAT THE HELICOPTER NOSED OVER AND ROLLED TO THE RIGHT DURING THE HOVER. THE PILOT ENCOUNTERED A ROLL TO THE RIGHT DUE TO LOW ROTOR RPM.
