Narrative:HELICOPTER EXPERIENCED POWER LOSS WHILE FLYING LOW LEVEL PIPELINE PATROL, RESULTING IN A HARD LANDING AND SUBSTANTIAL DAMAGE TO THE ACFT. THE GOVERNING PRESSURE (PG) AIR LINE FITTING WAS FOUND LOOSE ON THE POWER TURBINE FUEL GOVERNOR.
