Narrative:THE ACFT EXPERIENCED ENG FAILURE AS A RESULT OF FUEL EXHAUSTION AND THE PLT MADE A FORCED LANDING IN A LAKE NEAR THE DEPARTURE ARPT WHILE TOWING A BANNER. FAA STATED THE PLT DID NOT OBTAIN A WAIVER TO TOW THE BANNER.
