Narrative:PLT SAID HE PERFORMED A 'HASTY' PREFLIGHT. DURING ENGINE PRE-START THE PLT INADVERTENTLY LEFT THE THROTTLE OPEN. THE ENGINE SRATED AND THE ACFT TAXIED ACROSS THE RAMP AND HIT A FENCE POST BEFORE THE PLT COULD REGAIN CONTROL OF THE ACFT.
