Narrative:THE PLT TRIED TO TAKEOFF FROM A GRASSY AREA ADJACENT TO THE PAVED RWY. THE TAKEOFF WAS HINDERED BY HIGH GRASS. JUST AFTER TAKEOFF THE ACFT COLLIDED WITH A FENCE AND CARTWHEELED.
